it's "make ARCH=mips CROSS_COMPILE=mipsel-openwrt-linux-" to compile the kernel.
and before you set CONFIG_MIPS_FPU_EMU=y.
you should unapply the openwrt "generic/025-mips_disable_fpu.patch"
then use "make menuconfig" to enalbe the FPU.
