workaround for .Xauthority timeout on www-data at downloads

Hi Wolfgang,

when logging into www-data at downloads.qi-hardware.com, one was greeted
by a delay of several seconds followed by an xauth timeout.

The reason for this is that $HOME is owned by root and xauth run by
ssh interprets the failure to write there as temporary and thus
decides to try for a while.

As a workaround, I created a root-owned .Xauthority-c, which causes
xauth to fail immediately with an error, removing the delay.
