I installed libcurl3 and that fixed it, however, the wiki in my opinion does not tell me how to get from program source code to a package file, it just has some "hello.c" example and the kernel.

On my Debian system libcurl.so.4 is provided by the libcurl3 package. 
Maybe you need to install that package in your system?
